When did nail polish become nail lacquer (see Opi, Orly, YSL, and M.A.C)?

I'm in a nail color rut, still searching for inspiring new hues. I was therefore eager to read about the "hottest nail colors for fall," per September's issue of Real Simple. Their recommendations: soft metallics, subtle neutrals, and strikingly gorgeous grays; specifically:
